Get pre approved with a lender first, otherwise some, not all but some, agents and PMs will view you as simply another tire kicker. If you need a mortgage loan, look up Shawn Huss with Chemical Bank. Google him.,,, he’s helped me acquire 4 properties out in Cleveland in the last 14 months on the financial side.

Also look at the info that @jameswise has put out regarding Cleveland neighborhoods. Really solid info.
