What would YOU pay for this 4-fam??

I'm very curious to see how many different answers we get based upon these inputs:

Current Rents: $590/unit --> $2,360 total

Market Rents (from my experience): $650/unit

Annual Water Bill: $2,000

Annual Energy Bill: $2,150

Taxes: $4,711

Insurance: $2,100 

It's ALL ABOUT your assumptions...

My question to you is, what would you pay for this property?  What would you value it at based upon these inputs?
