REO Property Offers

I am under the impression that banks must accept the first off they get for REOs. This is coming from another investor's knowledge. Is this correct? If I make an offer on an REO listed with an agent, does the bank have to accept my offer? And, would the wholesale still be the same process as far as double closing or assignment?
