Obama mulls rental option for some homeowners-sources

I came across this article on the idea of the administration to allow some homeowners to stay in their home and become renters.

What happens when the former home owner can’t afford their rent? Mortgage payments are generally less than rent aren’t they?

This doesn’t seem like a solution to me it seems like putting off the problem.
