Best cities for cash flow Detroit, Cleveland Louisville ?

Looking to invest in the under 50k cash market cities whats the best play regarding landlord friendly, quality of tenants, rent roll?  It seems to me Detroit, Cleveland and Louisville are good options. Please share thoughts, opinions and horror stories.

If you are out of state--the property manager you pick will have an impact on your wallet.

All mangers are not the same.
