Tracking down homeowner phone numbers

so I pulled a code violation list for my county and about 600 of the 10k violations say that the houses are vacant in the description of the violation. I'm sure these are amazing leads However the mailing address and the property address are the same. Obviously if the house is vacant that doesn't help me reach out to the homeowner. Does anyone have any tools for finding the phone numbers of properties like this? If it's a subscription service what is the pricing? Please help and thank you as always!
