Possible vacant property! What to do?

BP Fam, I may have stumbled upon a vacant property in a hot spot neighborhood. The grass is about 2 feet tall, but the house looks empty but in fairly decent condition. My question is this:

I checked and found the owners of the property which it says they have been residences there for awhile and it's a owner occupied property. What would be the steps to take in pursuing this property further? What would be the process from this point to the final step?

I know it's sort of a broad question, but I really want to start driving for dollars since I am currently a  local truck driver and I am all over the city with the perk of seeing tons of properties that sit vacant or appear that way. So I need to know the right steps to take from beginning to end so I can start applying these processes with each one I find.
