@John Teachout Thanks for the tip about google. Paint encapsulation is one of the techniques that can be used. In MA it is not used very often anymore after a change in regulation (which I believe was actually at the federal level). However, in your original post you said "Usually leaded paints can be painted over and that solves the problem" . Someone who has never dealt with lead paint would assume you mean to paint over lead paint, which is exactly what you said. If you mean encapsulation you can start using that word as to not confuse the BP community. I, however, would not recommend that technique as a blanket statement and this is coming from a certified lead abatement supervisor, myself.

@Nicholas Arthur Hogan I would disagree with @John Teachout if you were to discover lead paint and were renting to families. Painting over lead paint DOES NOT solve the issue of lead paint. There are many different remediation techniques, but this is not one of them. This is something you can have inspected during the contingency period to get an idea of remediation. You should also check on your states laws in regards to lead paint.

@Steven Kleppin If someone were to get lead poisoning living in the building you would be liable for the medical bills & all other costs associated. This is at least true in my state, but you may want to confirm about where you are purchasing.

@Rodney Robinson I agree that they do not need to be avoided. I live in one myself and my upstairs unit with a 3 year old had lead paint in it and now it is lead "safe" not lead free. You aren't directly "giving" a child lead poisoning, but if you know about the risk factor and decide to do nothing about it and then someone gets lead poisoning you are in the wrong.

@David Napier a tenant can sue you. In the state of MA you can't rent to children under 6 without doing the abatement. Even if you do and the child gets sick at school or grandma's house you could still be liable. Read up on your state's laws. 

I also personally would not want to be responsible for giving a child lead poisoning if I knew about it in my rental.

@Riley Holt as a delead (lead abatement) supervisor in MA I would advise against just about everything everyone is saying here. You don't have proper training to do this stuff, so you won't do it properly. If you go ahead and do it yourself be careful..
