Port Townsend limits STR inside the city limits so it's pretty much a no-go. I would look into the actual crime statistics of Port Angeles as my take as a PT native is it's pretty mellow compared to metro areas. It's affordable and a great jumping off place to those exploring the Olympics, Coast or heading to Victoria.

I am a realtor in PT and the immediate surrounding areas. In PT city limits your option is the 30dy min but outside the city limits you can do short term. However the market here is crazy strong with lots of cash buyers. So it would probably be best for you to build or rehab. Marrowstone Island would be a pretty dreamy place although good internet may be a bit of a challenge. 
Deals and cute cottages can still be found in PA. They also have a lot of alleys which set up lots to work well for ADUs with separate access. Their ADUs code caps them at 600sqft and 1bdrm.

Port Townsend doesn’t allow short-term rentals (or rather there are a very limited number of permits). 30 day min rentals. 
I don’t do much work in PA (I’m in Port Townsend) but it’s definitely gentrifying and is a great jumping off place to the Olympic National Park and west end as well as Victoria when we can get back up there.

Hey Dan - Can you finance projects in WA state?  Just closed on land, have a contractor/plan selected for a duplex and we are shopping financing packages.
