The IP spill was very localized. They are throwing money and bodies to get it cleaned up quick.

I just had my personal house replaced with PEX from poly. The insurance opens up many doors as most companies won't cover poly. I didn't get a big price drop but hopefully will when I rebid next year. I did it to keep from having the late night explosion. And I did have some leaking due to bad valves prior to replacement.
I think if you have a guaranteed return, go for it.

Call your local regional VA loan center. They are very helpful and will provide clarification that some lenders don't know. http://www.benefits.va.gov/HOMELOANS/contact_rlc_info.asp Some underwriters will still be hesitant but if you show a clean eligibility certificate then there is no issue.
