You say that the 2 properties are located on a double lot? Depending on the zoning, I don't think $250,000 seems too out of line. If you could split the property and build new construction, it might be a good investment.

Previous unit sold for about $330k (all cash), and there are 2 similarly sized townhouses (less than 10 years old) on the market for rent right now in the same section of College Park. One is listed at $2,500/month and the other is listed at $3,200/month.

I am currently building a duplex (side-by-side townhouses) on a R2 lot in College Park. The City typically limits the improvements on R2-A lots in the traditional city overlay district to a .50 FAR. We requested a PD and are building slightly larger units. Each side is 3 bedrooms, 3 bathrooms with a loft (appx 2400 sf) and priced around $350,000 per unit.
We built a similar model last year and sold half to an owner-occupant ant the other half to an investor.

I'd strongly consider reporting them to the Florida Real Estate Board (you can find a link on myfloridalicense.com).
I am not sure what you can do about recovering funds that were stolen that were not in escrow, but you should be protected against lost escrow money from the Florida Real Estate Recovery Fund.
