My vote is to get a minimum viable product. Fix up the house enough that it will be livable and the tenants will have some pride in ownership. Once it is rented and cash-flowing, do a cash-out refinance (usually 75% of the value). Take that money to invest into 1 or 2 more to get the most out of your investment!

Jordan, I am a RE investor and FL Mortgage Broker. Buying a property as an owner-occupied property is the best way to save on down payment costs and take advantage of lower interest rates. My wife and I used that strategy for our first primary residence that is now a long-term rental. Some condos are going to be tougher to get into with a low down payment than others based on how their HOA is structured and how owners use their condos(investments, owner-occupied, etc.) Depending on your personal finances, 3% down conventional financing may be available and cheaper money for you than FHA financing. Would be happy to chat with you further if you're interested. Happy hunting!

P.S Having 20k saved will be position you strongly, however you can get into homes for less dollars out of pocket if you'd like to move faster.

As Kenneth said, Cash on Cash is king.

if you buy a property for 100k and pay cash for it, make 5k per year then you are only getting 5% ROI. If you buy that same property for 100k and only put 10% down (10,000)but then make 5000 per year then you are making 50% ROI on your money in.

Hope that helps differentiate between cash on cash and strict ROI

Hey Brian, you should reach out to a couple of mortgage brokers. Also try a local credit union - rates will likely be better on HELOCS

Mortgage broker here. The biggest thing i would look at is whether the increase in payment is worth the increase in cash flow from future deals. If your payments go up by $700 but you are able to acquire asset/s that produce $1200 in wealth each month i would say that's a win! You can always refinance into a lower rate in the future if rates fall, and being underwater only matters if you are selling. Hope that helps!
