I have been investing in Atlanta since 2011 and have done many deals similar to your. I know this area well and this property should be $245K after a full renovation. If you are just entering at the $245K price point plus your renovation costs this is a bad deal.
The appraisal will never come back as high as you are predicting. From my experience cash out refis come in lower than market value since the appraiser is conservative and especially you said yourself there are not many surrounding comps to compare the property to.

I flip houses so I used my contractors to renovate this for me in their spare time. I am not a GC but I do self manage and oversee the projects. @Kenneth Hynes

In June of 2018 I bought an off market deal in Lilburn,GA that was brought to me by an individual who had a friend that passed away and his wife wanted to get rid of the property. The property looks like a duplex however it is technically considered to be a townhouse because each side is separately deeded. The property was completely neglected and needed a full renovation.
Renovation Items Included:
- New roof
- Exterior/Interior Paint
- New Kitchens (Granite, Backsplash, appliances)
- New Laminate Flooring
- New Bathrooms
- New Wood Fence Around Perimeter
I bought each side for $42,500 x 2 = Total Purchase cost $85,000
Each side is 2BR 2BA 1,225 sq ft
Total renovation cost was $45K for both sides. My all in cost for the property was $130K
I waited the 6 month seasoning period before I went to go get the property refinanced with a traditional 30 year mortgage.
In Dec 2018 property appraised for $240K
I got a 70% LTV Loan even though I could have gotten as much as 75%, I decided not to heavily leverage since I did not want to kill my cash flow.
This transaction shows the power of Real Estate investing and how it can multiply your wealth drastically. I now have no money at all invested in the deal, actually got paid $38K to own the property and still have over $1K of rental cash flow coming in after mortgage payment.

Hello All,
I started this real estate investor meetup in August of 2018. We consistently gather an intimate group of around 20 active real estate investors and discuss the local market, trends, and upcoming happenings. We do not sell anything nor do we advertise anything. Just a gathering of like minded real estate investors in a close intimate setting.
We meet on the second Tuesday of each month at 45 South Café located at 45 S Peachtree St, Norcross, GA 30071.
My purpose is not to have it turn into a sales presentation where agents come to hand out cards; insurance agents come to get clients etc. The goal of this group is to have experienced real estate investors come together to network, brainstorm, share industry insights, and potentially partner together and assist each other. This is not a forum for new investors to come and learn how to flip a house.
Please keep in mind there are several other groups that can be great for that forum, which provide insights into how to start investing.

2. Local Individual Needed - Looking for someone who is local in Metro Atlanta who would like to be involved in the real estate business. One day may be delivering materials to a job site, another day doing a walk through for potential new tenants at a rental property, the following week recording and taking pictures of contractors progress at a job site etc.
3. Direct Mail Expert - Looking to pump up direct mailings in 2019, seeking individual who may be able to assist with marketing campaign for finding off market properties.
