From what I can see online, I would not offer nearly $250k. I would be surprised if you could get $700 each per unit in that home. Just my opinion.

Scratches should be documented and charged for. I’m sure they expect a charge when they have pets. Minor staining from wear and tear, I would just take care of as cost of doing business.

You need to find a property manager that you trust to make decisions on your behalf up to a certain threshold. Some owners want constant communication while others want to check in once per month. Sounds like maybe you should have a discussion with your pm? Let me know if I can help.
