I was recently in Indianapolis researching investment opportunities and meeting industry people. I came away thinking that using a turn key company is probably the best way for an out of stater, like myself, to get started. Parc property group and spouses buying houses are both at the top of my list.

For it to be "shovel ready" yes, you would have all the permits. Not sure about how long you have after a permit has been issued. You could also initiate the entitlement process (pro forma, site plan, initial drawings) and then start shopping it around. Quicker/easier process than waiting for denver to approve it but somewhat less profit. Expect the full entitlement process (including drawings) for 8 units to cost roughly $75k. You would have to find an architect that you trust that has been down this road in denver before.

what about hiring an architect, doing the entitlement, and then selling to a developer "shovel ready." I've done this a few times and its much more lucrative than selling the dirt and much easier than doing the actual build.
