That seems weird... I have never heard of an appraiser not wanting to do an appraisal on a property due to mold. Many properties that we buy every month have mold or something wrong with them. Maybe try another HML? Shouldn't the HML have contacts to people who do this all the time?

You're going to get a better return if you buy out of state rentals and get financing with them. Do not buy with cash because that is going to cut your returns in half.

 What I do for my properties is hold them under my personal name and then get a balloon insurance policy which covers me from liability.

I have used them in the past and I have just found a template online from the SEC. You can try that!

I live in LA as well and I invest for cash flow out of state in Memphis, Cleveland, and Birmingham in the same price point. 

There are some great investments out there which can help you achieve your cash flow goals!

I live in CA and have been investing out of state for 4 years now. I invest in Memphis and Cleveland and Birmingham and they are all great cash flowing markets. For $100k you could buy around 5 properties which produce $200/mo net cash flow each!
