Negative. There were some homes flooded on the eastern edge of the city but it was localized to that area. Areas along Calcasieu River and Sabine (Texas LA border) did flood but not Lake Charles proper

Wetlands determination will be of utmost importance down here among other things.  Location will mean a lot as well. There are a number of RV parks already built and in the construction phase as well. I have a close friend that built and owns a 350 unit RV park in Lacassine, LA, about 15 miles from Lake Charles proper. Feel free to contact me when you get closer. The rental market here is off the charts and homes that could have been bought for 80K three years ago are now a 140K.  Its a  great time to invest here but you need to be selective in the areas.

"Decent crap shoot" for sure. Just make allowances for additional repairs should other issues pop up.  Talk to the repair person and get their feel for the life left in the rest of the components.

While Andrew Johnson's point is valid when dealing with larger tracts, here we are dealing with a 1/4 acre with an apartment building on it.  There are likely more structures close by. A 1/4 acre would not be enough for a drill site location so in those instances when drilling takes place it would be a directional drill well offsite of any populated area. A "unit" for a normal oil well is 40 acres in size and a gas unit is 160 acres. Lots of room to move around and impact structures.

I am in the oil and gas business here in Louisiana. It's my day job LOL. Minerals can be severed from the surface ownership here in LA. If there is no mineral activity on the property your are buying within 10 years from the date you acquire the surface, the mineral rights will revert to the then current owner.

I would start by finding a contractor that builds camps in the Grand Isle/Fourchon area as all the homes there are built on pilings from 12 to 18 feet in the air.
