If the town court eviction info isn't uploaded to the internet it's also not available to the tenant screening resources i.e. TransUnion SmartMove.

So if this is the case for the entire rural area of Lyons, Newark, Phelps, Clifton Springs, Manchester, etc. the only way you can find eviction info on a prospective tenant would be to query each town where they have lived.

 And yes, this is unfortunately the case if the courts do not properly update the system. Sometimes evictions can be missed in a search if the court failed to enter the information.

I'm in the Atlanta area and the evictions are handled through the magistrate court of the county the property is residing in. A lot of the information can be searched through the magistrate courts online here but I would assume the more rural the court, the less information you can obtain easily. The other option would be to look at the eviction dockets if the courts have a specific day they handle landlord tenant cases, but it would be difficult to obtain the landlord's information.

I would suggest 2 years worth of tax returns as well! A lot of times, you may see income on the bank statements, but they don't report it as income. A good rule of thumb is that if it doesn't exist to the IRS, it doesn't exist at all and shouldn't be used to qualify for housing. Good luck!

Congrats on the investment properties! I personally think it would be very unwise if you weren't systematic and stringent. It not only keeps you Fair Housing compliant (among other things), but also could potentially save you thousands in unpaid rent, turn over, damages, and/or eviction costs should the tenant you place on a handshake violates your trust. If you have trouble with potential tenants not wanting to go through an application process, they probably aren't the kind of tenant you would want in your property!
