Call a couple in your area and interview them.  You'll probably get a vibe about which one you like best.

I don't see any issue as long as your plan goes "As Planned" !! You may end up paying a couple monthly payments on the HELOCs but that probably only is a couple hundred dollars a month worst case.

My experience was good.  I pulled $55K out of a property and bought a duplex that has went up about $60K in value and generates about $900/month cashflow.

The $55K I pulled out caused my mortgage to go up by about $100/month so I would say its been a positive experience.

My understanding is yes you can and it doesn't have to be the same type of property (ex: sold SFR and buy Multi-Family or Commercial).

It all depends on where you're at with your bills.  If you're eating Ramen noodles to make ends meet then I might advise reducing bills (School Loans) but if you're getting by with a little extra at the end of the month I'd say get the rental.  You could use to cashflow to pay the school loans off faster.
