Giving cash for keys is a common method, but I personally do not like to do that. I feel like I am rewarding them for not paying me.

If your goal is cash flow only, the 1% rule will not get you there, especially with pre-owned properties.
Some preach the 2% rule, which, if you can find it, would obviously have cash flow.
Vegas requires a more complex strategy in the current market. You will want to try and break even or better, buy with a large equity position, and hold for 4-8 years until the market is ripe to sell and cash out your profits.
It is not soley a landlord business there.

There are tons of mortgage fraud cases. Any number of wyas, people are frading the banks and lenders and the public.
On my radio show, we have a section just for RE fraud. It talks about the many frauds and how to protect yourself from becoming a victim as well as what is legal and what is not.

I think it is more important to "trim the fat" from the budget, rather than the always popular political method of charging the taxpayers more in some fashion or another.
