They only work with brokers like myself :)

Nobody in their right mind is lending 90% on investment..

Sell the thing or bring in cash. 80% Max LTV.

Seems doable, depending on a few factors will determine what the right product is for you.

Most are going to want to lend on the rehab as it ensures the rehab to be completed,

There are numerous ways to pencil it out in your favor though.

It benefits to work with an experienced broker who can guide you through the process and put you into the best possible product and solution out there for you.

Do you have US Credit?

It's a riskier loan given you do not carry a social security, no US credit & no experience.

Due to increased risk comes mitigation (Lower LTV & Higher Rates)
