I work some lists that way. I run them through a sequence, hitting them from different angles and marketing channels to increase the contact rate. All people have a different preferred method of communication... some people screen all their calls but may respond to a text. Older people may respond better to direct mail. Etc, etc, etc...

Zillow is now a licensed broker in Louisiana and many other states as well, so that may have something to do with it.

In 2015, the New Orleans City Council adopted a new Comprehensive Zoning Ordinance (CZO). Many areas and properties got rezoned when this was implemented. If a property is zoned for single family use there is zero chance you will get it approved for multifamily. If it is zoned for multifamily and you want to convert to a single that is pretty easy. You can look up the zoning for any particular property here:  http://property.nola.gov/

There are lots of ways to find off market properties, but one of the tried and true methods is Driving for Dollars, which would include some vacant properties.

Absentee owners are typically landlords, whether they are in state or out of state and many use PO boxes so I still mail the PO Boxes. 

If you want to filter the list further you could also add in a length of ownership filter, say 10+ years or something like that. If you want to target a specific type of property you could also filter for that, such as single family with 3+ bedrooms, built after a certain year, etc.

In most areas you can get online access to the courthouse records, although you may have to pay for it. You can have a VA extract the data, but you will have to train them on how to do so.

I have not used any of the services you mentioned, but I do know some people that use successorsdata and seem to like it. But with the lead list services the data is aged. It could be a month old, two months, 3 months, or more. If you get it directly from the courthouse you have a better chance of being the first investor to make contact.

The best leads are the ones you source yourself. All of that info is public record and you can source the data from your local courthouse. The general rule of thumb with leads lists is the easier it is to get, such as buying a list online, the more people there will be working that list. The harder the list is to get, the less competition you will have. This is especially true in today's hyper competitive market.

@Paige Hutchinson The new STR rules in NOLA took effect 12/1/2019. Whole home rentals are not allowed. All STRs require a homestead exemption, which basically means an owner lives on the premises. I live and work in NOLA. Bought a ticket for the event last year that got cancelled. Hope it can happen this year! If so, I will be going.
