I am in the Monroe, Winder, and Athens areas. Just east of Gwinnett. I will add the appreciation is the best factor when thinking of investing in GA, the growth has been insane. 

But There are still cash flowing deals in these markets also. Just harder to find right now

I am just east of Atlanta, and the growth is insane. One of our counties had to put in a 1 year building moratorium because they are afraid they don’t have enough infrastructure in place for all of the growth.

I am interested to learn more about what kind of tax credits or incentives are available for new construction in downtown settings of smaller towns. I am experienced in new construction, but wondering if are there are some significant incentives to take old unused buildings in small downtowns and convert them to apartments, office space, etc. 

This would be a lot of work with your structural engineer, but I'm assuming could have major upside. I am seeing more people want to be in walking distance to stores/ restaurants, and there are plenty of old warehouses/buildings in these small downtown cities in GA. 

Any info or thoughts?
