You seem extremely confident in your stance.

Your stance is that if you evict a tenant, or they leave on their own accord (got laid off, family issues, etc) they are liable for the total amount of their lease.

Have you taken a tenant to court and won a judgment for the entire remaining lease balance based on one of these circumstances.

If yes please tell us about it.  If not then your personal opinion does not count either.

OSHA 30?

 Hey Chris. It’s the General Contractor’s exam. It does include some OSHA questions though.

Ok that doesn’t exist in Philly.

You need to be OSHA 30 certified and have proper insurance and you are licensed

Find somebody who you know are a referral of someone you know
