@Rodney Bishop you are in the right place.  Just start searching the site and you will see what a great resource this community is.  The podcast are priceless and don't overlook any of the blogs.  We have started a meet up so set up your keywords for the upstate, Greenville, Spartanburg, etc and you should see it pop up when the next one is planned.

I am not giving legal advice but I am not licensed and don't know anyone who is just to fix and flip.  If you do have to pull permits for any type of major electrical, Plumbing etc. then you will have to use a licensed tradesman.
