I recently requested a Tax Delinquent list from the Indiana Marion County Tax assessor's office.  They have asked me why I need the data. How should I respond?

I am new at virtual wholesaling.  I have been looking at the Indianapolis market, but was not sure how to obtain motivated sellers.  I am currently trying listsource, but I am not having much luck with it.  Does anyone have any tips out there for finding motivated seller leads?

I am thinking of buying a list from listsource. I am not sure if it actually have up to date leads that are good. Is the price worth it?

I am thinking of using investorcarrot to generate leads, but I don't want to put the money into it if I still have to pay for facebook ads and google ads. Can any tell me if I still would need both starting out?
