You answered your own question. But since the last owner didn't run a tight ship, they were probably testing you. Get them out as soon as possible. Give the pay or quit notice as soon as you can per your local laws.

If you are looking to grow a portfolio of rentals I would certainly look into using leverage.

Any chance the seller can finance it? Otherwise I would look at a local portfolio lender who would be willing to do a blanket mortgage.

$3,000 for a 750 sq ft apartment. That's insane. If I had the time, I'd continue doing it myself.

If you're buying a property worth 60-70k for 40k and it cash flows well, I would certainly do it. What are the cross streets?

Good luck on the purchase. I definitely prefer month to month leases but I know others disagree.

If they are month to month I would give them advance notice that their rent is going up. I'm sure you don't want tenants paying $300 below market rent.
