Hey Matt, welcome aboard! I tend to agree with you about the outskirts being abundant with dilapidated and almost too cheap of rental rates to make a return. Central PA as a whole is stable, in my opinion. While you won't get rapid appreciation, the flip side is that it's fairly insulated from trend markets.
I invest in more rural areas outside of Harrisburg. There are a lot of pockets in the area that aren't appreciating, maybe even losing value, but they key is to find the steady ones and invest there. It makes for a great location to invest in mobiles. In those same blue collar, rural areas I've found that you can lease option fixer uppers and have an excellent response. Most people don't mind doing work when they know it will be theirs.

This solid triplex is looking for new landlord! It's just down the street from York College and the Hospital.
It's currently vacant due to poor management, but this is past rental history:
2 beds 1 bath, first floor: $600
2 beds 1 bath, second floor: $645
1 bed 1 bath, third floor: $400
Total monthly rent: $1,645
One car garage could also be rented.
They are all separated out with gas furnaces and gas hot water heaters in the basement. The hot water heaters are in good shape, and the furnaces are functional, but 2 are fairly old. There may be some missing copper plumbing and also some missing copper wire in the basement. The roofs are fairly new. You'd want to do your own due diligence.
It needs some cosmetics, for sure, but it has mostly hardwoods and could be rented pretty quickly after cleanup. Asking $25,000.

I have a package of 5 homes in Harrisburg that are fully rented and generating $46,110/year. They rent really well and are all updated with no repairs needed.
They were just appraised for $198,000 and the asking price is $130,000. You can see that that's a fantastic ROI with the income.

Blue Ridge Avenue, Harrisburg, PA 17112.
This house needs some renovations, but is in a great location. 2 bed 1 bath with a nice, large corner lot. Quiet area behind major shopping areas. Great flip or rental!
The house needs new siding, windows, kitchen, bath, landscaping, etc.; however, the roof is new and the hot water heater and electrical are newer. The oil furnace is in good working order, so I'd leave it for a rental, but replace it for a flip.
Super cheap, even for a fixer upper in this area.
The numbers:
ARV: $130,000
Closing costs, realtor's commissions, AND seller's help: $12,000
Fix-up: $40,000
Asking: $47,000
Profit: $31,000
