Find a local medium sized construction company, someone who will JV it with you.

You do NOT need an 'architect' at this point. So many off market pieces of land we pick up a seller paid tens of thousands for an architect to write up unbuildable/sellable plans. 

You need an experienced builder who isn't too big to want to write you out of the deal by just buying the low. If you were in Tampa I could help you out more specifically.

Your best bet would be to decide whether the land is worth more as SFH or TH. Get the zoning and platting done and then resell the land at that point. Offer owner financing or JV with the listing. If you really want to get more out of it you can run all utilities/etc and develop the land up to construction, that will add a lot of headache (especially if you haven't done it before) but will get you a very good RoI.

You want to invest 234 to make 16? I don't recommend it at all.

Also not sure of your costs. My builder is doing new construction at 80/ft on medium-high end quality (~400k homes), plus impact fees/permits. On entry level homes it's high 60/low 70s.

In general 30k lot where you are selling a 250 home should work into a good deal... at least in this market.

Hi Brent,

The market this particular investor is in they are the only person I have who wants to be in. If I put in the effort I'm sure I could find more investor buyers for the area since it's a quickly growing market. However Most of my investor clients prefer an area that is A-more lucrative for all of us and B- on the other side of town. So when I'm spending my marketing budget(both time and dollars) that is where they go. I've had this conversation with them about switching their focus area, but they are again being stubborn.
I've reached out to other successful wholesalers to see if they would be interested in doing this area and bringing us properties. Nothing so far.

Unfortunately they don't want to go to another area. It's a conversation i've had with them several times.

I'm advising you not to close.

If you wanted to you could have your lawyer write a strongly worded opinion letter about the seller's obligations under the contract hinting at suing for performance.
