 Great info here! @Alan Asriants correct me if Im wrong but if you own the property in your own name isnt your EIN your social? 

Also if you dont have a primary home inside philadelphia now you need add a ‘Business Site’ that is located inside of Philadelphia to have a primary contact. This could be a friend/PM/etc but they would have to understand what they are signing up for as the city would contact them first if there were urgent issues as I understand it.

Agree with @Sheryl Sitman. Ive never had the city inspect any of our properties. The only case id see that happening in is PHA section 8 type housing which Im ignorant to or if you had a violation that needed cleared before they would give you the cert. 

If you could explain where you are getting stuck we can help. In the past it usually gets hung up on not hanging a correctly submitted lead certificate and/or a tax issue. It might be best to call if Eclipse is giving you an error you dont under. Once those are complete you should be able to pay the $63 for your certificate. 

After that youll need these items provided and/or signed by residential tenants:

Lease

PET addendum (if pets)

Smoking Disclosure (3 or more units)
Lead in Your Home Pamphlet
Partners in Good Housing Keeping
PHILADELPHIA BED BUG ADDENDUM

A Guide to Bed Bug Safety
Bed Bug Complaint form
Rental License

Guess it matters where specifically in Philly and what type of asset. Parts of the city definitely have some deals/room to negotiate, but desirable areas right outside of philly proper are still very tough to find anything not getting bid up.

I havnt bought anything thus far this year but planning to rent out 3 units in the next couple months. To me it seems things have slowed down from the peak, but quality primary homes for realistic prices in the desirable areas I focus on go within a few days.
