Hi Nyle,
For me it comes down to how good of a deal it is, what your goals are, and where the properties are in philly. Ill assume if they are the only 3 properties on the block its in a C/D area but if its in the right part of Kensington/Brewerytown/ect it could be a good long term play. I dont think id go into that deal expecting to be able to buy all the surrounding lots unless you already know the owner(s)

They're effectively halving the new construction abatement starting 1/2021, no changes to the rehab abatement.

Yah sorry I wasnt clear in my ramblings. Only trying to convey that she should be able to get the full abatement due to when she pulled permits.

Its based on when the permit was issued. Since it was before the full tax abatement cutoff 2021, you'd qualify for the full 10 year before it gets reduced. That said I dont have any experience with an abasement with only some renovations.

Congrats on the purchase. I see a couple ways forward with the parking issues. 1) don't let it bother you and free that mind space 2) like others mentioned talk to a local tow spot and get signs and place a few large ones up. If that doesnt work do what everyone else does and put up a cone/chair/chain/etc.
You should be able to do everything online to acquire your rental license.

Since you plan on being an owner occupant, my first step would be to figure out what areas you would live in. Kenzo/Brewerytown/etc might have great cash flow, but if you wouldn't live there then its in the noise.
