I worked in property management for years and would suggest that your property manager reach out to your tenants and notify them the gas will be turned of in 3 days on a certain date. And then notify the gas company that is the date to terminate service. It sounds harsh but they are the ones taking advantage of you. They obviously can not be trusted with doing the right thing themselves.

I would most definitely check with a real estate attorney before acting. Protect yourself so that she can't come back on you. I can only advise you what I would do here in Arkansas. Laws are different in every state. Good luck with getting them removed.

I would try something that has a key and key code or something like that a tenant should be able to leave those instructions for FedEx/UPS/Amazon. I have to leave pretty extensive instructions for them to be able to find my house in such a rural area. They will usually call also if they are confused or not sure if they are at the right place. 

Also, I think putting a camera up may help with the theft since it could be happening within the residents of the building.

I would start looking for another property manager. I would voice your frustration with the lack of communication with who ever you decide to go with...set up a reasonable set of expectations up front. Sometimes a property management company will allow you to terminate early without paying those termination fees. Try to actually speak with supervisor/owner and let them know their lack of communication has been unacceptable. 

*look for a mom and pop establishment that is fully staffed for your new PM

I would offer a hotel room. Would you like to live without water for more than 2 days? A lot of tenants will try and tough it out but when you can't flush toilets I think you get into a whole different situation. I would offer a room with at least a kitchenette. 

Ask them to go back daily and check on the pipe situation to make sure there isn't any further damage.

I worked in property management with investors, own real estate and work with agency that works with at least 4 of the 6 major hedge funds in central Arkansas. Being able to present off market or wholesaler deals is also a plus. Understanding the true cost of repairs and having those connections and the ability to get estimate before you go under contract is helpful. I consider myself to be an "investor friendly" agent. Any agent can be 'investor friendly". You need to be ready to be "on the hunt" for some deals for them.

I agree I would not give the tenant a gift. It seems like a very nice gesture but it may blur the line between landlord and tenant. You don't want that line blurred. 

Be reasonable about the increase. I worked in property management for 15 years. We would always try to increase enough that the tenant would not want to leave over it. It does depend how under market the rental is at now. Also has there been any increases in the past few years? If not you may can get by with $50-100. If you are going to go gradual I would just do $25.

If they are a good tenant I do not see what is wrong with allowing this. I would also charge a minimal fee for allowing this. It will still be cheaper than the tenant having to store the boat anywhere else. You may have some damage on the grass after having a boat parked all year also to do deal with. 

I would also ask for a picture of the boat first and make sure you are not agreeing to something you don't want to see outside of your unit. I doubt its a junker but you may want to verify first.
