@Zane Gifford Most anything a mile or so North of HWY 80 all the way North of Loop 281 would fit your range.

Longview has continued to grow in population and the numbers of apartment dwellings has continued to increase. There are many new restaurants with the growth along US Hwy 259 in auto dealers, hotels and new apartment compleses. Longview has a good base of industry and home ownership has kept pace with the state if not done better. The city is the hub of retail sales for North East Texas with shoppers coming from all corners of the Ark-La-Tex. Rental rates are steady and continue to increase with the growth of neighborhoods.

@Petit Morne, have you done any research at city or county for ordinance or zoning and planning? that would be the first step. Finding a JM to help with the development into whatever is best use could help you with the big stuff. Good Luck and keep us up to date on your venture.
