The lead paint once it is encapsulated by new paint all the paint chips have been removed all the dust has been removed from the house will not be an issue. The lead paint will still be present in the house but if not will not be accessible to you or your kids. Unless they eat the wood and ingest paint its self on the windowsills. If they have replaced all the old wood windows which will continue to produce lead dust. If they have replaced the windows with vinyl windows then you should have no issues with the windows windows are generally one of the big issues because they continue to rub and produce lead chips lead dust. If they have not replaced the old wooden windows with new vinyl windows then you probably don’t want to own that house. Also any of the old wooden doors that may be rubbing against the doorjambs can be an issue unless they have been replaced with new doors there should not be rubbing services.

If you are buying old buildings just accept that there is lead paint and take care of it. Proper painting techniques will take care of it. I don’t believe there are tax credits for it.

J I am a lead paint certified contractor/ property owner. It all depends on the condition of the lead painted surfaces. Lead paint can be encapsulated (painted) . Peeling chipping paint is the issue and if your renovating the place it’s going to need to be painted anyway. Proper steps need to be followed so you don’t contaminate the house with lead dust and chips. The roof is more of a concern, you can ask for anything in a contract whether the seller will go for it is another thing.. Also the state and city where you are located with the lead paint may be of concern also. I am in NY.

Good as compared to what? That’s a very broad question. Albany has many different areas to invest in.It all depends on  What you are looking to do.

Could be potentially a deal, but ask why is only 1 unit rented? Do you also have the $$ to renovate the other (3) units? If no one new is moving to the Corning area you will have to get your new tenants from other local landlords. So think of what needs to be done to your Apts to make other tenants want to rent your units.
