Two layers of roof not good. Think about replacing your roof later will cost you more in the coming years. Most new roof last 25 plus years . It's a tax write off and you wouldnt have deal with it again. Roofs are investments, they protect your asset.

Follow state law. Call the cops and ask them if it's legal. You have nothing to hid only the grower

Wow lots of good advise...l have 15 years experience taking care of maint problems so don't think I'm just talking off the hip. If l was you do an inspection of each Apt and replace or repair all maint needs. Usually high maintenance calls are due lack maint. Nothing towards you. You have a choice hire a maint man are repair and replace. The 2nd choice is the best choice. You can write off your trips, parts. Easier to replace than hire someone...Afterwards you should be able to relax

Matthew l think having a contractor as a partner is a good idea. Make sure you go through the house with your contractor discussing prices as you walk through. Take notes. Use the note to compare what he comes up with later. You should have some knowledge as to cost. Frank Geiger has given you some good tips. Wish you best.

Whereas it was a sec 8 rental. Give them a 30 day notice or require them to earn three time in wages to rent to qualify to stay, if not move out .
