Your screwed, basically. That tenant will likely never lose the voucher. Caseworkers could care less. I would pursue the judgment, which itself is futile, but might make u feel better. If you plan on doing section 8, you should plan for these types of discrepancies. Maybe require double deposits to offset these possibilities.

I would get a 2nd opinion, your handyman maybe exaggerating. But I dont like your idea about using a licensed contractor to get a real estimate and then turning around and having your handyman do those repairs. Seems like your wasting a real contractors time. Speaks volumes about your business approach.
