Absolutely. That's how you make and save money! my kind of people. Unless its in the street, he hasn't made clear. But anywhere on the property it's all savings if you can DIY. If I can, anyone can.  Today, EVERYTHING is on youtube! Do it.

 Find the collapsed section and start digging. It aint rocket science. If you're really determined not to get dirty, then get 6 quotes. You'll learn a lot  from each quote, and maybe find the best affordable solution. Forget your 20k guy, he saw you coming.  More details please. Is it in the street, under sidewalk,  or on the property? Where? length of damage? how deep? What does collapse mean? Pipe sank? Or pipe caved in? What kind of pipe?

You messed up. Figure out a way to better monitor your finances. They still owe you the rent. If you want to give away money that's up to you. No other business would.

Hi. It's me. Your happy funtime Seattle landlord. Get the heck out and don't look back. Do you know what being a landlord in Seattle entails?  It's the worst place in the world.  AND certainly not a place for beginners. Let a nice family buy it and move into it. Your asking price will get bid up 15 percent. Take your winnings and go go go! 11,000 landlords quit Seattle in 2022 and you want to sign up? Why?  IF you don't know the reasons for that exodus you are in for trouble.

Seattle yes, once upon a time. No way today. Not even half.

Coming soon. All utilities will be the owners problem. Utilities (WA state) have figured out its easier to squeeze the owner than chase down a deadbeat. 

I would guess in the near future you'll start to see meters that automatically shut-off after excessive use. Or even better, pre pay with your visa card for 20 minutes worth. Like they do in England. Pre charge your tenant and watch the meter.

I dont know Spokane, but its probably like everywhere else. Send him his itemized status of deposit within 21 days with your list of  charges, receipts,  Include any damage. and unpaid rent. If he vandalized the place file a police report.  Try to find a new renter. He owes all rent until you find a new tenant. Then sue him in small claims and garnish is wages, if he has a job.

Tell us more about it. Is it a place that you also reside? Is it a shared mother in law? Are you hacking and renting bedrooms or room mates? If you self manage and have less than 4 units you are exempt from fair housing, but there are also local Seattle laws that may trip you up. If you're a Short Term aka Airbnb you can.
