I have had similar situations in several of my properties and I have never had to resort to the drainage system on the inside (yet). I always focus on the outside and try to keep the water from getting to the foundation in the first place. It is generally less expensive and better for the health of the foundation in the long run. The grading and extending those downspouts are on the right track. I have also put in French drains around the exterior. It's not easy figuring out where that water is coming from and I have had to stand out there in the rain watching the water to try and figure it out. I too am in KCKS and all this heavy rain has got one of my properties getting water in it for the first time. In this case, I believe it's due to a very flat front yard that holds water. I'm putting in a series of French drains to take the water away.

I've never lived there or owned property there but I've been there many times. It's like many small Kansas towns, they are a great place to live but not such a good place to invest in real estate. People tend to stay for a long time and so there is little turnover. Unless there is a major economic boom like a new business moving into town. If that is happening, your house should rent/ sell quickly.

The owner can redeem the house up to 90 days after the foreclosure auction. So as long as you close with a new buyer within that window, you can work the deal. But it would be better to close before the auction. If the house is purchased at the foreclosure sale, that buyer will be entitled to some expenses incurred but that should be minimal. (My attorney has advised me only to spend what is necessary to secure house until that 90 days is past).
