Landlord has likely given up, I would look for something else even though the cheap price is tempting - unless you plan on tearing it down and building/some sort of fix/flip 

I second what Andrew said - looking for local real estate meetups is the best way to get a sense of how to invest in your specific market - it will be beneficial for you to make relationships with fellow investors who may have experience, lenders, realtors, wholesaler, etc. so that when the time comes you have all of your ducks in a row. if you were willing to operate your property as a short-term rental you would cash flow in many more cities

It may be tough to get 85% on a short seasoned rehab. Also, I would only pull a necessary amount of cash out of the property that you need to acquire future properties among other things. The more equity you have in the home, the more you will cash flow on a month-to-month basis.

I would say no as well unless you are certain it will not cause issues with the other roommates/the tenant will not smoke inside
