I have been a buy and hold investor in Philly for the last 4 years, with a primary focus in West Philly due to the proximity to the universities. I can tell you it has been very stable as far as cash flow and the appreciation has been nice as well (about 36%). There is plenty of opportunity to acquire great buy and holds if you do your homework and know where to look.

Depends on the comparable rentals in your neighborhood. Having central A/C is a big bonus and could translate into more monthly rent, but it isn't necessarily a must have in my neighborhood (Southwest Philly). My advice would be to check your rental comps and see what they have. If most have central air, it would probably be in your best interest to have it.
