Please talk with a lender first. They have tightened up as of late..I squeaked by on my past 2 BRRRR's .
Also remember the guidelines require a seasoning period of 6 months, sometimes longer

It very unusual for people to buy apartments all cash and 1 million sounds low especially for LA.
Like others said, find a solid syndicator and invest in their deal as an LP

Doesn’t sound like a good deal ,
The expenses alone on a big STR like this would likely wipe out any profit not to mention you aren't building any equity with the rent to own option
Keep looking , there’s always another deal
