I wanted to get everyone's opinion on solar panels for rental properties. I know there is a obvious benefits, but is there a true ROI on these? How would you evaluate the "upgrade".

I'm not sure I would bother. It's close to the 45 days, they are current on payments and no monetary penalty was defined in your lease. Also, If you needed legal council, there is a good chance you would lose money over it.

I was in a similar situation as you. After a lot of Though and polling my colleagues, I decided to go with a HELOC. I found favorable terms with 15yr interest only/ 15 yr repayment.
The main reason I chose the HELOC is because it is simple interest only on the money taken out, not amortized. Plus by refinancing, the clock for high interest/principle ratio will start over again.

I am looking for some GC recommendations for areas between Tampa and Orlando. Scope of work would be anything form full rehab to ground up construction. Also these would be out of state investments so communication, trustworthiness and quality are the obvious needs.
