Iowa is great because of Iowa Courts online. It is free to look up any person and see what charges they have both criminal and civil. I do that as well as call past landlords. That is the free way to do it but there are some that cost a nominal sum I just prefer not charging tenants.

Did this get resolved? Our board of realtors approved PA has this built into the purchase agreement even if you did not specifically ask for it. Seems like a weird thing for a seller to hold on to as technically it is not his and seems like he could be opening himself up to liability. However that being said if the deal is good it is just a minor inconvenience for you and best to move on. Thats my opinion anyway.

In my experience in Iowa they never come down significantly. I still fight them alot. With assessments going up alot the last couple years I am sure they are instructed to not move much. The best movement I have gotten is when their is a mistake on the assessment page so definitely verify everything is accurate.

In Iowa we have not done this. Seems like a good idea in theory maybe not in practice.

If you are not going to live in it an FHA refinance is probably off the table. I would call some local, investor friendly banks and see if you can get a cash out refinance at 80 value. My assumption is you will get 75% loan to value when the dust settles just as you are prediciting.
