Consider yourself lucky to get your unit back. Forget about the money they owe you for now. Focus on getting the unit back up and running. Then examine your screening process so that you try to avoid the same issue in the future. When you find yourself thinking about the money they owe you just remember some landlords have not been able to evict tenants and are in bad shape. Count your blessings.

A lot of areas in Memphis are block by block especially Frayser. I love the area, have rentals and have done some fix n flips. You better trust your agent because buying on the wrong block can cost you.

You should research propstream on youtube, detailed "how to" videos are on there. The site itself has helpful videos under the resources tab, just take the time to watch them and educate yourself.

@Kyle Chadwick bandit signs and direct mail did well for me 5 years ago. I think these methods are dead now so I don't use them anymore. I have a team of VA's that do cold calling and texting. In addition to this I also do FB advertising. I like free/clear and vacant list.
