Serously, it is for the information contained in the heads of the other members who are willing to share.
The resources have also been very useful to me as well.
I am not sure what you feel the need to improve yet as I am not yet through digesting your current resources, or my feet yet.

I did not idicate that it was a stupid question. And that was the point of that statement! Even if it makes you look stupid, go ahead and post it (your statement). There are many here who will be glad to help correct your misunderstanding. And the way it is done (usually) is not with anyone looking down on someone else but in a helpful mode.
That is what makes this a great place to learn!!!!

That brings up a question about area's. Since the AC condenser acutally condenses the air pulling the water vapor out of the air and area's like Nick's is said to be dry heat. Does he really need a very efficent AC because there is very little water to take out of the air?

I have often found it best help for the beginners to actually search the courthouse databases themselves.
This will familarize them with all the different forms and their uses. It is really more for education for them so that they can extend that into other on line areas where they can not search locally.
It is by far worse to think you have something that you are trying to sell to an investor which ends up being worthless because of the actual document itself and what it is used for.
Plus I know florida and there are many (ok some) counties that are not on line.
Florida is one on the most searched areas, so when you do find something that is not available on line you just might have found a gold mine.

Not all records offices are on line, if yours is this is great. But the more people that have searched the databases on line the more likely it will be that any records you find have already been found and contacted by someone else, so I like to find those courthouses that are not on line and go thru those records myself. It give me a better chance to find a good deal than any other way, when you are just beginning.
The best way overall is to have a professional refer those to you who are looking to sell their notes. This is accomplished by marketing yourself to the professionals in your area.

You are correct, you can go to the courthouse. Since all mortgage have to be recorded in order to be enforceable in court, you would go to the recorders office and find out how and where they record things and go from there.

Normally City or County liens are for taxes overdue. These properties end up in an delinquent tax sale if those taxes are not paid up.
If they have already been through a tax sale and no one bid on them then these taxes may be foregone somewhat by the county or city to get the property back on the tax roles but they must abide by the State/County/City charters. As it is a matter of law, you should consult a tax attorney in this area.
The tax attorney for the county may give you some information, but not about the specific case as he might be called upon to defend the county/city. So I would try a neighboring county and go talk to their tax attroney.
If you are attempting a short sale, this property could be sold out from under you as that city/county lien will be considered in the first position. It might be a better tactic to allow the property to be sold at that auction and buy it yourself (if you dont already own it). You may find that you get it for less than any deal you are making right now, except that you have to wait for the reclaimation period so short sale may be out.
Since taxes go with the property, it is usually stipulated in any sales contract who is to pay which years taxes. And that will be honored by the county. But if they do not pay what they are supposed to pay, you as owner, will have to pay it in order to keep the property from being sold.
DO keep trying what you are because if it does work then great. But be prepared to have to pay the full amount, if you want the deal.

As with most things that taught this subject, they can not (or do not) go into all the problems that can arise when someone does not look into things (due diligence).
Keep on reading here and go back into the archives as there is more here (about those pitfalls) than most books will tell you.

What I mentioned was a database of the "financial" newspaper for the county.
When things are required to be published, as you spoke of, they have an option of which newspaper(s) to use.
A database of the newspaper that the selling entity uses to advertise their tax sales in would be useful to those of us looking for any sales list.
It would also limit our having to search through all the thousands of legal ads in every newspaper in the county/state.
It would also be very interesting to find out how many of those newspapers are online.
