Thanks for the tag @Melissa Haworth. You have to a system in place for them to use. if you have cold called before then you likely have a system in place for what you do, now you need to document it and plug a VA in to the system. Don't forget your Follow up process, Cold calling consistently will produce good leads but, for us, the first contact to closed deal is longer than some of the other forms of marketing and FU is the difference maker.

Until I get deals rolling in, one of my main goals is avoiding a TCPA lawsuit from contacting someone more than once.

I called 20,000 probates 3 times. I took them off of the list if they were a dead lead.

When I generated the list again… 13,000 were probates that I already called. Since it has been 3 months, should I consider dead leads new prospects now?   

Let's Define some terms to make sure we are on the same page.....

Lead- Someone that has ownership in a property and has taken a step toward you. i.e. "yes I want to sell" ,"make me an offer", etc

Prospect- a property owner or someone with a controlling interest in the property (POA or Personal Rep)

Dead Lead- Someone that was at one time a lead that now doesn't fit your buy box or has ghosted/lost contact

Not interested- Q: "Do you want to sell your house?" A: "No"

DNC Correct number- "Yes, this is my house, Take me off your list" 

DNC Wrong number- "No, this is not my house, take me off your list"

I do not recommend calling the DNC's again.
We call Not Interested 1-2 times per qtr so once every 2-3 months

If you called 20k probates 3 times each and don't have any "deals rolling in," there is a different problem here that needs to be addressed. we can discuss that further if you want.

These are Problems that are not just an issue when you are working with an agent. The easiest way to avoid this is to be direct to seller with a "motivated seller".

Next, If you find your buyer first, you can use their funds and Docs. Depending on your state A title Attorney or Title Company is something you can find really easy.

Google "Title Company in my area" then go down the list calling them. Ask to speak with a closing agent. Ask the closing agent if they are investor friendly, if they ask you "what do you mean Investor friendly?" ( they are not) Ask Do you do assignment of contract Deals? Do you do double closings? How long will it take you to run a title check?

@Mike Schorah there are more questions that have to be asked in order to give you the answer. What are your Goals? Based on my business I would go with "B" but in a 2hr radius. 
How many Deals do you want to do per month?
How many prospects will options A & B give you each month?
How many Prospects do YOU need to Talk to to get 1 Lead?
How Many leads do you need to get 1 deal?
