I've been running into the same problem. I've contacted several lenders (including some listed here on BP) and the lowest minimum loan amount I've found so far for a cash out refi is 75K and thats if the property appraises over 100k. 

Hoping others that have had success will chime in!

@Adrian Romero I questioned that too, because market rent for a 2/1 in that area is 600-700. But in the body of his post it says 700 per side which makes way more sense.

Regarding Loopnet, my understanding is that commercial is considered to be 5 units or more and that 4 units or less CAN be house hacked as it's possible to get an FHA loan on a multifamily property of 1-4 units, provided you plan on living in one of the units. When using loopnet's advanced search feature it is easy to find these types of properties and there are plenty in the 1-4 range, depending on the market you're in. Am I missing something here? @Andrew Johnson
