Part I: Meet the Board of Directors
For a short time at the start of this event we will introduce Alec Bewsee, cML Level One™ and elected director on the statewide Board of Directors. Alec owns and operates residential property as Forge Property Management in Franklin, Hampden, and Hampshire counties.

Part II: Main Presentation, ERAP
This presentation will introduce the new Emergency Rental Assistance Program (ERAP), a dramatic federal expansion of rental subsidy accessible through the state safety net. Your renter may be eligible for up to 15 months of assistance for arrears, going forward rent, and utilities.

We will start with a review of how the ERAP program works:

Is my renter eligible?
Does it matter if they are undocumented?
How long does it take?
Where do I apply?
We will then place this program in context:

How is this different from RAFT?
Can I apply for ERAP if I already got some RAFT?
What if we get rejected by RAFT?
Are there special processes for project vouchers or tax credit buildings?
Attendees will leave knowing whether and where to apply for ERAP.

Part of this event will be presented by Jodi Smith, Senior Vice President, Housing Education Services, Way Finders. Jodi is an experienced MassLandlords presenter. She is an expert in low income housing tax credits, the United States Department of Housing and Urban Development (HUD) programs, and Massachusetts affordable housing programs including RAFT. She is a licensed real estate salesperson and also a REALTOR. She holds a Master's Degree in Social Work from Springfield College.

Part of this event will be presented by H. John Fisher of Way Finders. John Fisher has bought, sold and managed rental properties for more than 45 years. He has also worked on and off with Way Finders (formerly HAPHousing) for more than 20 of those years in many roles, including that of a Hearing Officer. John is also the author of the landlord textbook Property Management Manual for Massachusetts Rental Owners, which is now in the fourth printing of its sixth edition. He is a Certified Massachusetts Landlord™.

Post: Insulation and Air Sealing for ~Zero Effort and $0

All through 2021, MassSave and associated programs are offering landlords full building insulation, air sealing, and weatherization for zero dollars. There is no catch: we have already paid for this on our utility bills, in the "Energy Efficiency Chg" line item on your bill. Buildings from 1 to 100+ units qualify.

If you previously tried to get insulation and gave up, this is the presentation for you. Applications are now streamlined regardless of income levels of renters. This means a mix of Section 8 and market rate renters in the same building will no long put the kibosh on your energy efforts.

Participants will save $3,000 to $7,000 per unit, depending on your property, in what would otherwise be installation costs. Full energy savings accrue to you or your renters, reducing operating expenses, turnover, and vacancy costs. Saving 30% off your energy bill is to be expected with attic and wall insulation.

Installation typically does not require entry into units and is being performed safely from outside, with full masks and social distancing. (Exception: Depending on your property there may be areas better insulated from inside, for instance, behind the weather head and electrical meters; masks and social distancing still apply inside.)

(Note that additional incentives are possible after the initial energy audit, but are not the focus of this presentation: 0% financing for boilers, heat pumps, etc.) This is a presentation about insulation and air sealing, not boilers.

Part of this presentation will be given by Gabe Shapiro and Tatiana Suriel of All In Energy. All In Energy is a 501(c)3 nonprofit with a mission to expand access to MassSave and the complicated bureaucracy that makes energy efficiency more difficult. They are not the contractors and are not the funding source. They are an independent guide, the answer to the question, "How do I get this done?" Their one application will refer you to appropriate local funding channels at no cost. They work in English, Spanish, and Portuguese. They offer customer support and advocacy with MassSave, CLEAResult, and the Community Action Councils/Partnerships who will fund the insulation and air sealing work.

Networking time for this event will be hosted by Doug Quattrochi, Executive Director, MassLandlords, Inc. Doug was a founding member of MassLandlords in 2013. He became the association's first Executive Director under new bylaws in 2014. Since then, he has scaled the organization from a core of 160 members in Worcester to approximately 2,000 dues paying businesses from Pittsfield to the Cape, and from an all-volunteer team to approximately 20 full and part-time staff plus 50 volunteers. Doug has been instrumental in advancing democratic governance mechanisms, including score voting for policy priorities and a staggered and democratically elected Board of Directors. Doug also oversees the RentHelper spin-off, which is expanding access to electronic banking for those of us who are unbanked or underbanked. Prior to MassLandlords, Doug held leadership roles in various Massachusetts startups, two of which are still operating. Doug holds a Master of Science in Aerospace Engineering from the Massachusetts Institute of Technology.

In keeping with the court's tradition of public service and fairness, court staff will invite attendees to provide feedback on recent experiences. Note that we distinguish between procedures and cases. For instance, we can share feedback on the process of entering a zoom hearing, but not about why a judge did or did not decide the way we wanted in a case.

Part of this event will be presented by Chief Justice Timothy Sullivan. Chief Justice Sullivan was appointed Chief Justice in 2016 and reappointed in 2020. During his tenure, he has guided the housing court through a rapid modernization, including the expansion of the Housing Court to statewide jurisdiction, the prescient digitization of the courts (including the release of e-Filing) well underway before the COVID-19 pandemic, and a continued emphasis on process improvement, standardization across courts, and feedback from litigants and other court users. For MassLandlords, in particular, he and his team have given countless evenings explaining court procedure and taking feedback from attendees. Prior to his role as Chief Justice, Judge Sullivan served as first justice in the Northeast Division and a justice in the Central Division. He holds his Juris Doctorate from New England Law School.

Part of this presentation will be given by Benjamin Adeyinka, Deputy Court Administrator, Housing Court. In 2002, Ben started a career in banking and real estate. In 2009, he began working with Orlans Moran, PLLC as paralegal and subsequently as an attorney. Ben has represented numerous financial institutions in litigation matters, bankruptcy, and landlord tenant law. He has practiced in the United States Bankruptcy Court District of MA, the Land Court, Superior, District, and Housing Courts. In December 2014, Ben, decided to leave private practice to serve the public. He currently works as the Deputy Court Administrator for Housing Court, where he works closely with the Chief Justice of the Housing Court, Timothy F. Sullivan. Ben received his Bachelor’s in Communications from the University of Buffalo, a Master’s in Business Administration from Medaille College, and a Juris Doctorate from the Massachusetts School of Law with a concentration in Real Estate Law.

Networking time for this event will be moderated by Erin Zamarro. Erin lives and works in Worcester. Erin is a real estate broker at A.A. Zamarro Realty, an independent brokerage which has operated in the Worcester residential and commercial real estate markets for over 50 years. This 30 minute webinar will present an overview of the MassLandlords members-only service to search Massachusetts eviction records by address. This new search is intended to be used for insight prior to offering to purchase a rental property. Building and street-level data will be available.

This will not be a detailed discussion about tenant screening or searching eviction records. We will touch on tenant screening, indicating where this new search tool may be useful. We will review the limitations and note that this search tool provides no consumer information.

We will review the procedures by which MassLandlords gathers public records. Attendees will leave having a detailed understanding of the search potential and limitations. (The search was not live as of March 8 but will be live by time of webinar.)

Part II: Main Presentation

This presentation will be a live interview between long-time Worcester event emcee Rich Merlino and large and growing landlord Patrick Sullivan. Those of you who have attended recent networking time will have heard some of Patrick's tips for managing locks, keeping residents at their best behavior, and growing the business (including market niches, zoning approval, and acquisition). We will learn:

What happens when unlawful substances are brought onto the property,

How to create a winning redevelopment pitch for zoning boards,

and much more.

This presentation will not be specific to rooming houses, although that is Patrick's specialty. We will be learning what rooming houses can teach all of us as we seek to grow, scale up our business, and minimize wasted time and effort. Patrick is very tech savvy and will be able to answer questions about adding technology to your business.

Part of this presentation will be given by Patrick Sullivan. Patrick has been an avid landlord since 2007 primarily focusing on multi families in the greater Worcester area. Having worked in high level IT his whole life he looks at things from a different perspective which he applies to real estate. He became a Real Estate agent in 2015 and now primarily focuses on Sober living facilities for people recently out of drug and alcohol treatment centers.

This presentation will review the Residential Assistance for Families in Transition (RAFT) "Owner Door". Since late fall 2020, owners have been able to apply for RAFT on behalf of our renters. This application process will become no less important as the economic fallout from the pandemic saturates the arts, entertainment, and services. Federal funding is arriving in even greater amounts than before. Get up to $10,000 for eligible renters to pay rent.

We will start with a review of how the RAFT program works:

Is my renter eligible?
Does it matter if they are undocumented?
How long does it take?
Where do I apply?
We will then review step-by-step the RAFT application for a major regional administrator:

Acceptable forms of renter authorization
Identification
Proof of income or lack thereof
Proof of tenancy
Proof of ownership
Attendees will leave knowing how to apply for RAFT on behalf of a renter and where to get started.

This presentation will be given by Doug Quattrochi, Executive Director, MassLandlords, Inc. Doug was a founding member of MassLandlords in 2013. He became the association's first Executive Director under new bylaws in 2014. Since then, he has scaled the organization from a core of 160 members in Worcester to approximately 2,000 dues paying businesses from Pittsfield to the Cape, and from an all-volunteer team to approximately 20 full and part-time staff plus 50 volunteers. Doug has been instrumental in advancing democratic governance mechanisms, including score voting for policy priorities and a staggered and democratically elected Board of Directors. Doug also oversees the RentHelper spin-off, which is expanding access to electronic banking for those of us who are unbanked or underbanked. Prior to MassLandlords, Doug held leadership roles in various Massachusetts startups, two of which are still operating. Doug holds a Master of Science in Aerospace Engineering from the Massachusetts Institute of Technology.

This presentation will start off with a reminder of the lesson many of us have learned the hard way: It's better to have a vacant apartment than the wrong tenant. But what is the right tenant? We can't rely on "gut instinct!" We need to be objective and analytical.

We will review the pitfalls that will lead you to make economically and legally questionable decisions: not accommodating disabilities, operating without a written screening policy, and having vague or inconsistent grounds for rejection.

Virgilio Property Management have kindly offered to screenshare their screening policy and also show the rental application they have developed. This presentation will be suitable for both large and small landlords. Finally, we will review the tools of the trade, including third party credit scores and landlord references.

This will be a rare glimpse into the internal processes of a large landlord. Examples and stories of past successes and learning opportunities will be shared.

Part of this presentation will be given by Greg Virgilio, Zach Virgilio, and Attorney Jason Ferenc, all of Virgilio Property Management. Since 1986, Virgilio Property Management has supported both landlords and tenants in Holyoke and Greater Springfield. They manage over 600 residential units for over 20 clients. Greg Virgilio is president of the Greater Holyoke Rental Housing Association. Along with Zach Virgilio, Greg is a hands-on landlord who practices everything from tenant screening to emergency maintenance. In-house counsel Jason Ferenc oversees their compliant rental screening process and helps ensure both equal housing opportunity and sustainable tenancies. Attorney Ferenc has also been an incisive analyst of policy changes for MassLandlords during the changes that have taken place during the pandemic.

At this event we will share the various resources and grants available to delead your apartments and make other healthy home improvements. These programs are state and federally funded, and are administered locally by Massachusetts municipalities. We will have experts from different cities share how the programs work. This presentation will be relevant for owners in many towns and cities. The basic program requirements are more or less the same in each participating municipality. You will learn the names of the programs to follow up locally to see what is available for your properties.

We will share opportunities to address:

Lead poisoning, which is up during the pandemic
Leaky pipes, which are a source of mold and other pathogens
Asbestos
Older electrical
Missing handrails, and
Asthma triggers including carpets and rodents.
This presentation will not be a deleader training course. We will be reviewing the funding mechanisms available to help you hire a licensed deleader or make other healthy home improvements.

Part of this presentation will be given by Nigel Greaves, Senior Program Manager, Lead Based Paint Hazard Reduction & Healthy Homes Programs, Office of Housing, City of Springfield. Nigel has been with the City in this capacity since 2018, after earning a master’s degree in business and building his career in public service. Nigel’s interest and experience in real estate and home rehabilitation has grown tremendously since when he purchased his first home in Springfield just over four years ago.

Part of this presentation will be given by Kevin Nestor, Rehab Specialist at the Malden Redevelopment Authority.
