@Mike Nelson  When I lived and owned rentals in Chicago, the Chicago Reader was the go-to publication for rentals in the city.  It was the best option for landlords to find renters and renters to find apartments.  After talking to a few of the renters in my office, they still use the Reader to find apartments. 

The Reader charges a fee, but maybe its worth taking out an ad to increase visibility.

@Mike Nelson  I had a similar situation with a three-flat I owned in Lakeview.  I replaced a dilapidated, enclosed porch with a beautiful 3 story wooden porch.  I wasn't successful at getting higher rent, but I did receive more tenant applications and was able to get it rented faster.

Yes, we used an agent to help make the offers.  The agent is an owner of a property management company.  They've helped us identify, purchase, rehab and manage several of our properties this year.  Works well for us as I still have a 9 to 5 job... for now.

I backed out of an Auction.com deal earlier this year.  I was the winning bidder on a bank owned property that had been vacant for some time.  For whatever the reason, they were dragging their feet on the closing.  While we were waiting for the close date, the city performed a vacant property inspection and came up with a three page list of code violations.  The cost to fix the violations turned it into a bad deal for me.  My attorney wrote a letter to the seller saying that we wanted to back out of the deal because the violations should have been presented to us prior to making an offer.  The seller conceded and our earnest money was returned.
