Some sort of oil based paint on the sub floor if it's wooden, and if the stains are fairly limited. If it's concrete, maybe bleach. I don't know about fleas, wouldn't most of them go away when you rip out the carpet?

This is a great thread that I've been looking back at multiple times. Thank you for taking your time writing it up.

In regards to zip 64106 is there any difference to consider between the east/west side of the 70/71 freeway?  I'm looking into a property on the east side fairly close to the freeway.

@Jen Hoang  I use Google Maps to see what area a specific zip code covers.

Portable ACs are loud. I would not consider it a longterm solution.

Watch out for heating costs, if rented on a daily/weekly basis. Source of heat? Insulation? Is the condo facing the sun? Etc.. Tempting for a guest to crank the heat and leave it on all day...

What part of KC is the property located in?

Do you know/remember why the east wall on the 4-plex was bowing?

Drainage issues around the building perhaps? Water intrusion?
